dev fabric does not seem to run correctly under virtual machine

I’m having an issue with the command line tools. According to the dev fabric monitor, the problem is:
[WaWebHost.exe] Error when reading control container:System.Net.WebException: Unable to connect to the remote server ---> System.Net.Sockets.SocketException: No connection could be made because the target machine actively refused it
at System.Net.Sockets.Socket.EndConnect(IAsyncResult asyncResult)
at System.Net.ServicePoint.ConnectSocketInternal(Boolean connectFailure, Socket s4, Socket s6, Socket& socket, IPAddress& address, ConnectSocketState state, IAsyncResult asyncResult, Int32 timeout, Exception& exception)
--- End of inner exception stack trace ---
This seems to be reproduceable on a reliable basis. Is this something I'm doing wrong?

Even if you are not using Windows Azure Storage in your code, Windows Azure Command-line Tools for PHP Developers needs depeDevelopment storage for diagnostics purpose. Please start storage emulator and try running in dev fabric again.
